HSS Framework (NHS England)

The Health Systems Support (HSS) Framework provides a quick and easy route for NHS organisations to access services that can support the move to integrated models of care based on intelligence-led population health management.

NHS organisations buy services by running mini-competitions (‘call offs’) under one or more lots of the framework. Suppliers can only bid on procurements falling within the lots to which they have been accredited; however suppliers are able to collaborate across multiple-lot procurements. 

The HSS Framework can be used by any NHS organisation, including NHS Trusts, Clinical Commissioning Groups (CCGs), national Arm’s-Length Bodies, local authorities and a wide range of public sector bodies where they are supporting Integrated Care Systems (ICSs), Sustainability and Transformation Partnerships (STPs), or health and social care in general.

G-Cloud 13 Framework (Crown Commercial Service) (9 Nov 2022 – Nov 2025 + option to extend 1 year)

The G-Cloud 13 Framework is a framework which allows all public sector organisations to find and purchase cloud hosting, cloud software, or cloud support services from a list of accredited suppliers.

How it is used

Public sector organisations use the Digital Marketplace to search for and buy services under G Cloud without needing to run a full tender or competition procurement process.

All public sector organisations, including agencies and arm’s length bodies, can use the Digital Marketplace.

The Digital Outcomes and Specialists 6 Framework provides a quick and easy route for any public sector organisation to find digital specialists to help them deliver a digital project.

Public sector organisations use the Digital Outcomes and Specialists 6 Framework to search for and buy services without needing to run a full tender or competition procurement process.

NHS SBS Medicines Optimisation Prescribing Decision Support System (08 March 2024 – 07 March 2026)

The NHS SBS Medicines Optimisation Prescribing Decision Support Systems 3 Framework Agreement (Reference: SBS 10252) delivers market leading point of prescribing decisions support (POPDS) products and services that look at the value medicines deliver. Ensuring they are both clinically effective and cost effective.

RM6094 – Spark: The Technology Innovation Marketplace Dynamic Purchasing System (DPS)

Optum are on the Dynamic Purchasing System (DPS) to provide new products and innovations for the RM6094 Spark: The Technology Innovation Marketplace DPS Agreement.

A DPS is a public sector sourcing tool for common goods and services under regulation 34 (Dynamic Purchasing Systems) of the PCR 2015.

Spark: The Technology Innovation Marketplace can help government and public sector to access new and emerging technology products.

This Dynamic Purchasing System (DPS) uses a filter system that helps customers find relevant suppliers. The filter system includes defined technology areas, developed with customer input, and focuses on emerging technologies predicted to have the largest impact over the next 2 to 5 years.

There are 8 technology areas you can filter by:

  1. Internet of Things (IoT)
  2. Artificial Intelligence (AI) and automation
  3. simulated and enhanced environments
  4. engineering/materials science
  5. data

Spark Dynamic Purchasing System (DPS) for remote monitoring

The Spark DPS, run by the Crown Commercial Services (CCS), aims to support organisations with the procurement of remote monitoring solutions.

Optum is an accredited supplier on the following supplier for remote monitoring.

Remote monitoring, supported by local expertise, will allow citizens to receive safe, convenient and compassionate COVID care, or care for a long-term condition, outside of traditional clinical settings. The Spark Dynamic Purchasing System (DPS) offers the NHS and social care organisations a fast, easy and secure way to access the technologies and services needed to provide more care to citizens, closer to, or within their own home.

The Spark DPS streamlines the procurement process.  It enables buyers such as commissioners within NHS England and NHS Improvement, social care organisations, Clinical Commissioning Groups, Primary Care Networks, NHS Trusts and NHS Special Health Authorities to complete the procurement process easily and quickly.

Organisational Development Framework (1 Feb 2023 – 1 Feb 2024 + 1 year option to extend)

The aim of the OD and Leadership programme and associated projects in BSW is to strengthen leadership abilities, collaborative working and the developing culture within BSW. Activities are identified and delivered to support colleagues to collaborate and develop better relationships to work more cohesively and effectively, enabling achievement of the core aims of BSW as an Integrated Care System. BSW Together brings together many organisations who work together as BSW ICS. Collectively, they take responsibility to improve the health and wellbeing of local people, ensure that health and care services are high-quality and to make the most efficient use of our resources.

This framework allows BSW access to a focused specialist expert OD and Leadership resources to support the BSW Academy, associated pillars (Leadership, Learning, Inclusion, Improvement, and Innovation) and key ICS programmes including the ICS People outcomes.

Consultancy Dynamic Purchasing System 2.0 (1 Feb 2023 – 1 Feb 2028)
